Due to the overwhelming popularity of the EV program, we can no longer allow vehicles to park in any structure when not charging; in order to properly manage our space inventory across all our facilities, we are now requiring EV drivers to purchase a normal, available permit wherever they want/can (just like everyone else purchasing a USC Transportation permit does). An EV discount is still available for Fall/Spring Gold permit purchases by completing the EV discount form; the $30/month EV discount will be applied after the semester in question has been completed (for students; employees will have the discount applied to payroll deduction immediately), in order to avoid mid-semester permit cancellation issues. NEW PARTNERSHIP WITH GREENWEALTH ENERGY!
Following a competitive Request for Proposal (RFP) process, we are excited to announce that USC has selected GreenWealth Energy (GWE) as its EV charging services partner beginning in FY27.
Starting in July, GWE will provide management, maintenance, and operational support for approximately 250 EV charging ports across USC’s campuses. The charging network provider, ChargePoint, will remain unchanged. Existing ChargePoint accounts, mobile applications, RFID cards, and fobs will continue to function as they do today.
As part of this partnership, GWE will prioritize restoring the USC ChargePoint network to full functionality by repairing or replacing many currently inoperative charging stations. These improvements will increase the reliability and accessibility of our chargers. In addition, GWE will modernize USC’s fast-charging capabilities by replacing the two outdated Level 3 (DC Fast Charge) stations at UPC with two new state-of-the-art Level 3 charging stations located at Lot 2 on Childs Way (south of GFS), and Lot SSRI (adjacent to the McClintock Entrance). The rate for charging at a L3 station will be $0.60/kWh.
To support these improvements, we will undergo our first EV charging price and idle fee adjustment at USC in more than a decade. Effective July 1, the following changes are being implemented:
- The Level 2 charging rate will increase from $0.25/kWh to $0.35/kWh
- The grace period to relocate your vehicle after it has completed charging will be 45 minutes
- In order to incentive turnover of our limited charging spaces, the “idle fee” for remaining in a charging space after a vehicle has completed charging (and after the grace period) will be $15/hr ($65 maximum).

NOTE: EV permit holders are no longer allowed to park anywhere they want when not actively charging. Fortunately/unfortunately, the program has grown beyond all expectations, and we cannot effectively manage our inventory without knowing where vehicles will be located. See the FAQs for complete details.
- EV spaces equipped with a charging station are for that specific purpose – charging a vehicle. You may not park in an EV charging space without connecting to the charging station, whether the vehicle is an EV or not. Users who park without connecting to the chargers may be subject to citation.
- All users need to have paid or parking (either via ANY USC parking permit or a daily/hourly pass, both linked to the license plate of the vehicle being charged) while charging – a vehicle cannot simply pull in off the street and begin charging, they need to purchase a permit or daily pass to be on the premises first. This cost is in addition to any fees charged for using the ChargePoint equipment.
- HSC Valley Lot exception: given the large volume of chargers at the Valley Lot, and the relative difficulty in getting back to that location to move a vehicle, patrons charging at Valley are NOT required to relocate their vehicles when done charging.
- EV owners have the opportunity to get a lower rate on their purchased Fall/Spring Gold-tier (or higher priced) permit; please complete the EV discount form after you have made your normal permit purchase to potentially have a lower rate applied. Only one discount type/rate is allowed per permit (i.e, value permits, evening permits and other discounted permit types are not eligible). NOTE: EV discounts applied for using this form will be processed after each academic semester ends. to avoid mid-semester permit cancellation issues. If you cancel your parking permit at any time during a given semester, you are not eligible for an EV discount, even for the specific/partial months in which you drove an EV before the permit was cancelled.
- HSC has about half the parking spaces as UPC; in order to give EV owners a dedicated area to which they can relocate, we’ve created two “EV PARKING” zones on the fourth and fifth floors of the San Pablo Structure, on the west wall adjacent to the elevators. These dedicated zones should make it much easier for EV owners to move their vehicles when they’re done charging at that location.
